FEASIBILITY STUDY CONTEXT


In regard the the QVMAG Feasibility Study the issue of who has and who has not got a right to claim  'stakeholdership' in the QVMAG is front and centre. Stakeholdership, and especially 'Key Stakeholdership', is typically to do with pecuniary interests where the 'holder' has something to lose or something to gain. 

When the term is used in a broader context there is usually a strategic purpose involved to do with 'deeming' people's interests in something and ranking them – a property, an issue, a development, whatever

When invoked in such a way the incentive to  'deem and rank' typically seems to be to do with diluting contention. As often as not it is to do with privileging a class of people with a coinciding and complementary interests. It nonetheless becomes contentious when it excludes people who believe they have a shared interest and they are deemed to have a lesser interest – all too often deemed with some imperative in mind.

Arguably, in regard to the QVMAG there are great many people with 'ownerships' in the institutions collections – intellectual property, cultural property, loaned artefacts, etc. Similarly, the collections hold material and data of interest to a  great many people – cultural producers, scientists, researchers, historians, et al

On the face of it, in regard to the feasibility study in addition to 'Stakeholders' there is 'Community of Ownership & Interest' who have largely been left out of the list of those whose interest matters – and is indeed legitimate.

Thus the ambiguousness of the consultants' brief along with who gets to be consulted, and in what context, means that almost automatically the brief itself becomes contentious. It is clear that Hirst Projects is responding to recommendations/proposals to be found in Robyn Archer's Report sometimes referred to as being a 'cultural audit'. 

Without access to that report those invited to respond on behalf of the community are unavoidably 'flying blind'. After that, the financiers – ratepayers, taxpayers, donors, et al – are functionally excluded from the discourse – and arguably unreasonably.

Good morning Richard,
Thank you for your email this morning. In a roundabout way, you’ve answered my questions to do with stakeholdership albeit that I do not imagine myself as being a ‘stakeholder’ or a representative of anyone or anything other than my independent research and its outcomes over time. 
As I keep on having to remind people I’m not a member of any organisation anywhere anymore. Nonetheless, I am a part of several ’networks’ relative to the projects/investigations/research I’m involved in. People in them are interstate mostly and by accident of ‘place’ some are local/regional. I can and will only speak for myself and I rely upon ‘ongoing networked peer review’ to test outcomes and observations. This being so, it frees me up from any obligations to other groups, etc.
Cutting to the chase for tomorrow (Friday 13 April) I will be at Royal Park for 2.30pm all things being equal and I’m assuming that I’ll be able to park in the QVMAG carpark otherwise I’ll need to arrange alternative transport.

I asked Belinda Cotton to interview you as you have provided support to QVMAG in the past and been involved with previous reviews. I felt you had something to offer.
The number of people that the Hirst Project team can interview is limited but we do have a fair sweep of those involved with the arts. While we can't capture everyone I am comfortable with the list we have at the moment.
You have been asked in your own right and not as a representative of anyone. I would appreciate it if you could reserve your views for Hirst Projects so that they can assess them in context with others.

Thank you for your email and the Information Sheet. It looks like as if I’ll be able let you know by the end of the day which session I’ll be attending …. all thing being equal.
It seems to me that the Ratepayers Association Tasmania (RA-T) and the Heritage Protection Society (HPS) have been left out of this discussion/research/consultation process. Given that:
·      Launceston’s ratepayers are the primary funders of the QVMAG; and 
·      The QVMAG’s infrastructure and its related histories is deeply embedded in the HPS raison d’etre;
leaving them out is perhaps an oversight. 
A member of or representative/spokespeople from these organisations might well be considered for inclusion – profitably even. I should NOT be considered as a representative of either group as I am not a member and I am an independent researcher albeit that I consult with these groups from time to time. I cannot critique or speak for organisations that I’m not a member of even if it is imagined that I can.

Also, it would be helpful if you could advise me in regard to who is being regarded as “stakeholders” in regard to this study. Is that information that you are able to provide?
